SUCHI Scheme

The supreme court of Karnataka has conducted the govt “to implement in letter and spirit” the Shuchi scheme, a menstrual cleanliness project of issuing sanitary napkins to around 17 lakh beneficiary adolescent girls, for the year 2021-22.

The court issued the direction while noting that the scheme wasn’t implemented in 2019-20 and 2020-21 because the procurement of sanitary napkins to be distributed to adolescent girls wasn’t done on account of monetary constraints.

“In our opinion, the availability of separate toilets for adolescent girls in schools which of [offering] sanitary napkins to such girls on a day to day are all cases of not only empowerment of the girl child, but also implementation of the elemental right under Article 21A of the Constitution insofar as girls aged between six to 14 are involved,” noted a Division Bench including Justice B.V. Nagarathna and Justice J.M. Khazi.

The Bench was trying a PIL appeal, recorded in 2018 by the city-based Anti-Corruption Council of India, through which the court is controlling foundation in schools, health check-ups of youngsters, and hence the implementation of the Shuchi scheme in schools.

“While we appreciate the State for envisaging such a scheme, it is necessary to worry that it should be implemented in its true letter and spirit,” the Bench observed.

  • The Shuchi Scheme, launched in 2013-14, was originally a Centrally-sponsored one. However, the Centre directed States to get over the scheme from 2015-16.

Nod for Procurement Under SUCHI Scheme

First, the govt counsel informed the court that this month, administrative permission would be queried, and within 90 days following, around 2.04 crore sanitary napkins would be obtained.

In the event schools are closed, there’ll be community-based door-to-door distribution through doctors, but if the faculties reopen the distribution of the hygiene products shall be done at the faculties themselves, the council told the court.

The State government’s ‘Shuchi’ scheme covers adolescent girls within the age bracket of 10 to 19. the govt said to the Bench that a budgetary approx of ₹47 crores has been made for the acquirement of those Sanitary Napkins this year.
